I saw this on the ingredients in Jewish rye bread. Is it good or bad ...? Better than white???

It is good. Bromates promote the development of gluten. Bleaching white flour is the most he would normally. You do not really need either. Enriched means the nutrients were added (Act USDA). And Wheat flour from wheat and soy not, rice, rye (although I'm sure of rye flour is an ingredient in rye bread!) Or sources of flour.
